Purpose of the Fund

The overarching goal of WADF is to reimagine the role of citizens in governance across West Africa.

This includes promoting active citizen participation in decision-making, strengthening public institutions, and developing policies that reflect the aspirations of the people.

The fund also seeks to foster collaboration among civil society organizations, governments, and regional institutions such as ECOWAS and the African Union.

By doing so, it aims to build a more inclusive, responsive, and resilient democratic system across the region.

Who Can Apply

  • The fund is open to legally registered organizations operating in Burkina Faso, Ghana, Mali, Niger, Nigeria, Senegal, and Togo.
  • Regional organizations working across these countries or at the West African level are also eligible to apply, even if they are not physically based in the listed countries.
  • Applicants must demonstrate prior experience in governance, democracy, civic engagement, or related areas. They should also have experience managing budgets comparable to the grant size they are applying for.
  • For consortium applications, the lead organization must have proven experience in managing similar projects or regranting initiatives.

Grant Categories

The WADF offers funding across three categories, depending on the scale and scope of the proposed project.

  • Small grants start from a minimum of $50,000, while medium-sized grants can go up to $250,000.
  • Large grants are available up to $500,000, particularly for projects that involve regranting or large-scale regional initiatives.

Projects can be implemented over a period of 12 to 24 months and may be carried out at local, national, or regional levels.

Thematic Areas

Applicants are required to align their proposals with one or more of the fund’s thematic areas.

  • One key area is multi-stakeholder dialogues, which involve creating platforms for citizens to express their views, engage in discussions, and contribute to policy development.
  • Another focus area is advocacy for institutional reform, where organizations work to improve governance systems, strengthen policies, and promote inclusion of marginalized groups such as women, youth, and persons with disabilities.
  • The fund also supports strengthening strategic public institutions, including the judiciary, electoral bodies, and media regulators, to ensure accountability and uphold the rule of law.
  • Additionally, innovative projects that offer creative solutions to governance challenges are encouraged, even if they do not fall strictly within the listed themes.

What the Fund Will Not Support

The WADF has clear guidelines on what it does not fund.

  • It does not provide general institutional support without a clear project focus. All applications must be tied to specific objectives and activities aligned with the fund’s mission.
  • Election monitoring activities are generally not supported, except where findings are used to promote inclusion.
  • Partisan political activities, including support for candidates or political parties, are strictly prohibited.
  • The fund also does not support lobbying for specific legislation or organizations listed under restricted entities.

Application Process

  • Interested organizations are required to complete their application through the official online platform.
  • Applications must include a completed application form, detailed organizational and project budgets, proof of legal registration, audited financial statements where applicable, and CVs of key staff members.
  • All submissions must be made through the designated platform, as email or paper applications will not be accepted.
  • Applicants may submit their proposals in either English or French.

Application Deadline

The deadline for submitting applications is April 30, 2026. Late submissions will not be considered, so organizations are advised to begin the application process early.
